WHAT IT IS

Government-backed Fund. Public money — a state or EU-backed vehicle investing on behalf of taxpayers, often with policy goals.

ABOUT

The Investitions- und Strukturbank Rheinland-Pfalz (ISB) is the Förderbank of the Land Rheinland-Pfalz, an Anstalt des öffentlichen Rechts in Mainz with more than 400 staff. Besides loans, guarantees, grants and housing finance, it provides equity through several subsidiaries and regional venture capital companies, taking open and typically silent stakes in technology start-ups and SMEs in the state, funded by the Land, the EFRE and federal Zukunftsfonds money. In 2019 it said it had backed more than 550 start-ups over 25 years; in 2020 it held stakes of about EUR 82m in almost 150 young technology companies. In January 2026 it committed about EUR 2.5m on behalf of the Land to the Futury III fund.

INVESTMENT THESIS

Technology-oriented and innovative start-ups and SMEs with a site in Rheinland-Pfalz: the Innovationsfonds back small companies under five years old developing patentable products or processes; the Wachstumsfonds backs scale-ups with typically EUR 5m+ revenue and 25+ staff, pari passu with private investors. Pure sales companies are excluded.
